The key to Sion's ability to deal AP damage lies in his Q and W skills.
When W "Death Embrace" is maxed out, it grants a 300-shield and detonates to deal 300 damage. Just looking at the base stats, it's already explosive. But if you add the full 1.0 AP bonus from both, it becomes even more outrageous.

Compared to similar skills, Diana's W "Pale Waterfall" only provides 310 shield and 252 damage when fully charged, with an AP ratio of only 0.9 and 0.6, and it requires close-range combat to reach full damage, making it completely outclassed.
As for Sion's short legs, there's no need to worry. Sion's Q "Secret Gaze" not only has an explosive value of 300+1.0 AP, but it's also a 1.5-second point-and-click stun with a range of 550 yards, guaranteeing a hit when aimed at someone, so there's no problem of not being able to reach them.
